AN ORDINANCE AUTHORIZING THE JOINT INSPECTION TEAM TOGETHER WITH THE SYSTEMS AND PLAN INTEGRATION AND DEVELOPMENT CORPORATION TO CONDUCT INSPECTION, FIELD SURVEY AND CAPTURE THE PHOTOS OF BUILDINGS AND/OR ANY STRUCTURE LOCATED WITHIN THE TERRITORIAL JURISDICTION OF THE CITY OF MANILA AND FOR THE PURPOSE OF IMPLEMENTING THE CITY'S GEOGRAPHIC INFORMATIONS SYSTEM PROGRAM

Be it ordained by the City Council of Manila, in session assembled, THAT:

SECTION 1. The Joint Inspection Team (JIT) is hereby authorized together with Systems and Plan Integrator and Development Corporation (SPIDC) to conduct inspection, field survey and capture the photos of Building Structures and/or any structure that lies within the territorial jurisdiction of the City of Manila for the purpose of the Tax Mapping and System Integration or linked of the Captured Information to the Integrated Geographic Information System (GIS) for use by the Income generating Offices.

SEC. 2. The Office of the City Mayor by the power and authority vested under R.A. 7160 shall be lead agency to supervise, monitor and will see to it that the activities to be undertaken shall succeed for the welfare of the constituents of the City of Manila.

SEC. 3. Composition. – The Joint Inspection Team (JIT) shall be composed of qualified personnel from the following offices:
  1. City Assessor's Office
  2. City Treasurer's Office
  3. Bureau of Permits
SEC. 4. Duties and Responsibilities. – The Joint Inspection Team (JIT) and the System and Plan Integrator and Development Corporation (SPIDC) is specifically tasked to conduct annual inspection of buildings or structures, machineries, mechanical contrivances and apparatus attached or fixed on and or to another real property, business establishments, trade, calling or activity in the territorial jurisdiction of the City of Manila to see to it that all of the foregoing are safe for occupancy, in a clean and sanitary condition, with corresponding license and/or permit and that all taxes, fees and charges due to the city are properly assessed and efficiently collected.

SEC. 5. For the effective implementation of the Ordinance, all Barangay within the territorial jurisdiction of Manila shall extend all and necessary assistance for the succesful and sustainability of the GIS Digital Data Uploading.

SEC. 6. The JIT and SPDIC shall protect the date which will be captured and be submitted to the authorized representative of the City Government of Manila and is prohibited from using the data without permission and authority from the City Mayor and concurrence of the Sangguniang Panlungsod other than the inherent function of the office under R.A. 7160.

SEC. 7. Separability Clause.– If for any reason, any section of Ordinance shall be held unconstitutional or invalid, other sections which are not affected thereby shall remain in full force and effect.

SEC. 8. Repealing Clause. – All ordinances, rules and regulations or parts thereof in conflict with this Ordinance are hereby repealed, provided that the rights that are vested upon the effectivity of this Ordinance shall not be impaired.

SEC. 9. Effectivity Clause.– This Ordinance shall take effect upon its approval.

This Ordinance was finally enacted by the City Council of Manila on February 23, 2016.
