AIRCRAFT MOVEMENT AREAS



WHEREAS, there has been a continuing problem of incidents and near-accidents arising from unauthorized operations of motor vehicles and movement of people within the aircraft movement areas.

WHEREAS, these incidents /near-accidents is a disturbance to airline movement areas.

WHEREAS, most, if not all of these activities are unauthorized, thus, unjustified and should therefore be totally eliminated.

WHEREAS, the Board of MIAA in its resolution, gave full authority to the General Manager to draw up measures to remedy the situation and further empower him to impose sanction for its effective implementation.

NOW, THEREFORE, I, GUILLERMO G. CUNANAN, General Manager of the NAIA, MIA Authority, pursuant to the Authority vested upon me by virtue of Board Resolution No. 93-07, series of 1993, do hereby promulgate the following rule on the violation of the rule on crossing the Aircraft Movement Areas (AMA):

1. The movement of persons or motor vehicles including towed aircraft shall be controlled by Manila Control Tower.

2. Authorized vehicles using the airport premises should be equipped with an orange/yellow blinking light or rotating beacon.

3. Unauthorized motor vehicle crossing the runways shall be impounded.

4. The owner/driver can redeem the impounded vehicle only upon payment of P2,000.00 penalty fee and upon presentation of documents sufficient to prove ownership or lawful possession of the vehicle.

5. The MIAA shall in no way be held liable for any damages or loss resulting from the impounding on account of the violation of the rule.

6. This Administrative Order shall take effect upon approval.
