[ BOC CUSTOMS MEMORANDUM CIRCULAR NO. 352-93, October 26, 1993 ]



Quoted hereunder is the pertinent provision of Section II, R.A. 6425 concerning the importation of Opium Poppy:

“(q) Opium poppy – means any party of the plant of the species papaver somniferum L., including the seeds thereof.”

Attention is hereby called that the importation of Opium Poppy in whatever forms and conditions is prohibited and only the Dangerous Drug Board could authorize limited importation of the same for legitimate use. It is imperative, therefore, that all importations of Opium Poppy shall be covered by a permit duly issued by the Dangerous Drug Board.
