THE PRE-DEPARTURE SHOWCASE PREVIEW



In pursuance of DOLE Department Order Nos. 3 and 3-A Series of 1994 on the Training, Testing, Certification and Deployment of Performing Artists and after consultations with representatives of the overseas entertainment industry, the following guidelines on the conduct of the Pre-Departure Showcase Preview are hereby issued:

Section A
The Preview Board

A Pre Departure Showcase Preview Board shall be created with the following functions:

1. To establish policies and guidelines pertinent to the Pre-Departure Showcase Preview.

2. To oversee the conduct of the Pre-Departure Showcase Preview.

3. To recommend to the EIAC a pool of Preview Officers which will evaluate the production numbers. A team of three (3) Preview Officers composed of one (1) layman, one (1) from the academe and one (1) from the production people will sit in each preview session. The Preview Officers shall not be related directly or indirectly to the training and deployment of Performing Artists.

A PDSP Secretariat shall be constituted which will be supervised by POEA to manage its day-to-day operations.

The Pre-Departure Showcase Preview Board shall be composed of the following:

- a representative from Philippine Overseas Employment Administration (POEA) who will act as Chairman of the Board;
- a representative from the Overseas Workers Welfare Administration (OWWA);
- a representative from the National Manpower and Youth Council (NMYC);
- a representative from the Talent Managers;
- a representative from the Licensed Agencies authorized to deploy entertainers;
- a representative from the Artist Group;
- a representative from the Non-Government Organization (NGO);
- a representative from the Academe.

The member of the Pre-Departure Showcase Preview Board shall be recommended by the Entertainment Industry Advisory Council and will be appointed by the undersigned for a term of one (1) year.

Section B
Point of Conduct of the Preview

The Preview shall be conducted at any time after the artists are issued competency certificates by the NMYC and Artist Record Book by POEA with confirmed bookings.

Section C
Requirements and Procedures

All performing artists/groups shall be required to undergo the pre-departure showcase preview except those granted exemption under Section X-73 of Department Order No. 3-A Series of 1994.

The licensed placement/recruitment entity or the authorized training center shall submit the following to the Secretariat when applying for a Preview:

C.1. the PDSP Application Form which will indicate the performing group, the licensed agency or authorized training center, choreographer, the prospective overseas venue, and a description of the show/s to be previewed;

C.2. the Booking Confirmation

C.3. the Artist Record Book of each artist;

C.4. the Certificate of Eligibility;

C.5. if the prospective overseas venue is a club, the group shall present three (3) capsule shows of 15 minutes each; if the venue is a hotel, one (1) full production shall be presented which should run for at least 45 minutes. In all cases, the entire production should be shown including costumes and props.

If for some reason, an artist who is part of a group is unable to appear during a Preview, the licensed agency/authorized training center can request for another Preview schedule for the affected group.

Section D
The Evaluation of the Performance/Show

D.1 The criteria and corresponding percentages are as follows:

D.2 Descriptive Ratings

Excellent 90-100%
Very Good 80-89%
Good 70-79%
Poor 69-below

The individual/solo performer or a Group with Excellent ratings shall be exempted from the PDSP requirement for a period of one year from date of preview provided however, in the case of a group exemption shall apply if the members of the group are the same.

D.3 Critique - This will consist of the comments of the individual Preview Officer on the strong and weak points of the previewed show. Said comments should provide guidance to the Licensed agency/authorized training center in improving the quality of their shows.

D.4. Review of Ratings - The preview Board shall conduct a quarterly review of ratings. If 70% of ratings received by an agency/training center within a year is excellent, then the agency/training center shall be conferred a Testimonial act granted a package of incentives. On the other hand, if 50% of the ratings received by an agency/training center during the year is poor, the agency/training center shall not be given a Preview schedule for a period of 3 months from the date of rating. If in the succeeding rating period, the agency/training center again receive an average of Poor ratings, it shall not be given a Preview schedule for a period of six (6) months from the date of rating.

In all cases, the review of ratings shall be factors to be considered in the performance assessment of licensed agencies and authorized training centers.

Section E
The Preview Venue/s

The POEA shall authorize and utilize accredited performance/testing venues and other venues as it may deem necessary and appropriate for the effective and efficient implementation of the PDSP.

Section F
The Preview Fee

The licensed agency/authorized training center will be assessed a Preview Fee for every show to be previewed in the amount of Three Hundred Pesos (P300.00) per Performing Artist.

The Chairperson of the Preview Board is hereby directed to immediately convene the Board to plan and prepare the facilities, personnel and issuance of additional guidelines for the smooth conduct of the Pre-Departure Showcase Preview.
