AN ORDINANCE REORGANIZING THE CITY HUMAN RESOURCES AND MANAGEMENT OFFICE IN VALENZUELA CITY AND PROVIDING FUNDS THEREFOR.

WHEREAS, the Local Government Code of 1991 provides that every local government unit shall design and implement its own organizational structure and staffing pattern taking into consideration its priority needs, service requirements and financial capability, consistent with the principles of efficiency, effectiveness and dynamism, subject to the minimum standards and guidelines prescribed by the Civil Service Commission;

WHEREAS, the City Human Resources and Management Office have gone through the process of transformation over the past decades to adapt to the never ending changing organizational culture, increasing size of manpower and call for a superior public service of government personnel;

WHEREAS, in order to maximize the effectiveness of the City Human Resources and Management Office, there is a need to reorganize and restructure the aforesaid office;

NOW, THEREFORE, be it ORDAINED as it is hereby ORDAINED by the Sangguniang Panlungsod of Valenzuela, in session duly assembled, that:

SECTION 1. REORGANIZATION OF THE CITY HUMAN RESOURCES AND MANAGEMENT OFFICE (CHRMO) – The City Human Resources and Management Office shall be headed by the Department Head and assisted by an Assistant Department Head and shall be composed of four (4) divisions with the following personnel, to wit:
  1. Employee's Welfare, Benefits and Payroll Division
    1. Supervising Administrative Officer (SG 22)
    2. Administrative Officer IV (SG15)
    3. Administrative Officer II (SG 11)
    4. Administrative Assistant IV (SG 10)
    5. Administrative Assistant II (SG 8)
    6. Administrative Assistant IV (SG 7)
    7. Administrative Aide (SG 6)


  2. Recruitment and Employee Relations Division
    1. Supervising Administrative Officer (SG 22)
    2. Administrative Officer V(SG 18)
    3. Administrative Officer II (SG 11)
    4. Administrative Assistant IV (SG 10)
    5. Administrative Assistant II (SG 8)

  3. Employee's Training and Development Division
    1. Supervising Administrative Officer (SG 22)
    2. Administrative Officer V (SG 18)
    3. Administrative Assistant IV (SG 10)
    4. Administrative Assistant II (SG 8)

  4. Personnel Records Administration Division
    1. Supervising Administrative Officer (SG 22)
    2. Administrative Officer V (SG 18)
    3. Administrative Officer IV (SG15)
    4. Administrative Assistant IV (SG 10)
    5. Administrative Assistant II (SG 8)
    6. Administrative Assistant I (SG 7)
SECTION 2. ORGANIZATIONAL STRUCTURE. Subject to the minimum standards and guidelines prescribed by the Civil Service Commission, the organizational structure of the new City Human Resources and Management Office is hereto provided and marked as "Annex A" of this Ordinance.

SECTION 3. APPROPRIATION. The amount of_____________________(P_______________) is hereby appropriated to finance the personal services of the reorganized City Human Resources and Management Office. The corresponding appropriations shall be charged against any available funds in the Annual Budget of 2015. The corresponding appropriations therefor shall be incorporated in all succeeding annual executive budgets in the year thereafter.

SECTION 4. DISSEMINATION OF INFORMATION. A copy of this Ordinance shall be furnished to the Honorable City Mayor and the offices of the City Treasurer, the City Budget Officer, the City Accountant, the City Human Resource Management Officer and the resident COA Auditor-Valenzuela City, for their information and appropriate actions.

SECTION 5. REPEALING CLAUSE. Any City Ordinance contrary to or inconsistent with any of the provisions of this Ordinance is hereby repealed and/or modified accordingly.

SECTION 6. SEPARABILITY. If any provision of this Ordinance be declared unconstitutional or illegal by the courts, the provisions not affected by such declaration shall remain to be in full force and effect.

SECTION 7. EFFECTIVITY. This Ordinance shall take effect fifteen (15) days from its publication.
