[ MIAA MEMORANDUM CIRCULAR NO. 14, August 09, 1994 ]

STANDARD OPERATING PROCEDURES AT THE AIRCRAFT MOVEMENT AREAS OF THE NAIA S. 1994



In the interest of security and safety, and in order to augment regulatory measures on the movement of vehicles now being implemented at the Aircraft Movement Areas, the following Standard Operating Procedures are hereby promulgated for the information and guidance of all concerned using and crossing the Aircraft Movement Areas, including, the imposition of corresponding fines and penalties for violations committed thereof shall be implemented as follows:

1. The movement of persons or motor vehicles including towed aircraft shall be controlled by Manila Control Tower.

2. Authorized vehicles using the airport premises should be equipped with an orange/yellow blinking light or rotating beacon.

3. Motor vehicles violating any of the rules and regulations in the Aircraft Movement Areas shall be impounded. Unauthorized vehicles shall be subjected to investigation.

4. The owner/driver can redeem the impounded vehicles only upon payment of P2,000 penalty fee and upon presentation of documents sufficient to prove ownership or lawful possession of the vehicle. The driver's license shall be confiscated and cited for whatever violation has been committed.

5. Any vehicle reported or caught crossing the runways without clearance (by radio) from the Manila Tower, shall be impounded and required to pay the penalty fee of P10,000 for its release. This is without prejudice to an investigation that the Management may deem fit to undertake.

6. Where there are more than one (1) violation committed by the same vehicle/driver, the liabilities shall be compounded and penalties for each and every violation shall be charged/imposed.

7. The MIAA shall in no way be held liable for any damages or loss resulting from the impounding on account of the violation of the rule.

8. As per approved Administrative Order No. 1-A Series of 1993, this Memorandum Circular shall take effect immediately.

The Manila International Airport Authority, thru additional guidelines in the implementation of its safety and security measures at the Aircraft Movement areas of the NAIA.

All orders, memoranda and/or circulars inconsistent with the aforementioned rules and regulations are hereby rescinded.
