[ MARINA MEMORANDUM CIRCULAR NO. 91, October 26, 1994 ]

REPEAL OF ALL MARINA CIRCULARS/RULES APPERTAINING TO THE ISSUANCE OF SPECIAL PERMITS (SPs) FOR FISHING VESSELS TO OPERATE OVERSEAS



Prior to the assumption from the PCG of the EO 125/125-A Functions, particularly, the registration and licensing of vessels, MARINA issued special permits authorizing fishing vessels to temporarily operate in the international waters solely on the basis of a PCG certificate of inspection. Upon presentation of the special permit, the PCG correspondingly replaces the same with international safety and trading documents which serve as clearance for the vessel to proceed overseas.

Now that MARINA has taken over vessel registration and licensing, the Office deems it proper and wise to simply issue the international safety and trading documents as authority for such intended operation; the issuance of which shall be in accordance with the pertinent rules prescribed and to be prescribed by MARINA. Special permits shall no longer be issued therefor.

Proper coordination/consultation with other government agencies concerned to effectuate this Circular has been duly undertaken.

PREMISES CONSIDERED, MC 78 and other existing rules and regulations relative to the issuance by MARINA of special permits for the temporary utilization of fishing vessels in the international waters are hereby repealed.

This Circular shall take effect immediately.
