(NAR) VOL. 5 NO. 3 / JULY - SEPTEMBER 1994

[ CSC MEMORANDUM CIRCULAR NO. 27, s, 1994, August 11, 1994 ]

AMENDMENTS TO THE IMPLEMENTING GUIDELINES ON THE CSC ACCREDITATION PROGRAM (PER MC 7, S. 1993)

In MC No. 7, s. 1993, the Commission set guidelines to govern the nationwide implementation of the CSC Accreditation Program (CSCAP). These guidelines were later amended to include delegation of authority to the CSROs to revoke appointments issued by accredited agencies in violation of Civil Service law and rules.

Towards the end of 1993, there were significant policy changes relative to appointments and other personnel actions issued under MC Nos. 37 and 38. Results of periodic monitoring and evaluation by the CSC regional and field offices reveal the need for additional policies and standards for inclusion in the Program.

The year 1993, therefore, has been a period of continuous adjustment for the CSCAP. The concern was and still is, to tie loose ends, fill the gaps and iron out kinks to assure smoother sailing.

For your information and guidance, attached are the implementing guidelines on CSCAP as amended. Amendments are printed in caps.

These guidelines as amended shall take effect 30 days after publication in a newspaper of general circulation.

Adopted: 11 Aug. 1994
