[ PRC BOARDS FOR DECK AND ENGINE OFFICERS RESOLUTION NO. 02, September 30, 1991 ]

ISSUANCE OF CERTIFICATE OF COMPETENCY



Pursuant to a Joint Resolution No. 1, dated July 5, 1989, the Boards for Deck Officers and Engine Officers promulgated the guidelines for issuance of Certificate of Competency to Marine Deck and Engine Officers, in compliance with the agreement in the 1978 International Convention on the Standards of Training, Certification and Watchkeeping for Seafarers (STCW).

IN VIEW THEREOF, the Boards hereby resolve that a Marine Officer shall be required to submit to the Application Division PRC, a duly accomplished application form accompanied by documents mentioned hereunder, for evaluation and approval by the respective Boards.

I
For Deck Officers

A. Master and Chief Mates

1. Endorsement Certificate issued under International Convention on the Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW) from accredited Training Centers signed by authorized officials whose specimen signatures are on file with the Board.

2. Radio Telephony Certificate from National Telecommunications Commission (NTC) signed by authorized training officials whose specimen signatures are on file with the Board.

3. Certificate of Completion on Radar Observation Course and Radar Simulator Course from an accredited Training Center signed by authorized Training Officials whose specimen signatures are on file with the Board.

B. Second and Third Mates

1. Certificate of completion on Radar Simulator Observer Course signed by authorized Training Officials whose specimen signatures are on file with the Board.

C. Applicants in January 1992 and future Marine Deck Officers examinations for all grades must submit the above certification requirements in addition to other examination requirements. Certificate of Competency shall be automatically issued to successful examinees after their registration.

D. Applicants/graduates of PMMA need not present the certification required in STCW, as said trainings/courses are included in the curriculum thereof.

II
For Engine Officers

A. Chief and Second Engineers

1. Endorsement Certificates issued under the International Convention on the Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW), signed by authorized officials whose specimen signatures are on file with the Board.

B. Third and Fourth Engineers

1. Certificates of STCW, 1978 from Training Centers signed by authorized officials whose specimen signatures are on file with the Board. Applicants/graduates from PMMA need not present the document on the International Convention on the Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW), as they are included in their Transcript of Records. Applicants/graduates from other schools must submit the following documents:

1) Rating Certificates (Watchkeeping) from an Accredited Training Center signed by authorized officials whose specimen signatures are on file with the Board.

2) Endorsement Certificates issued under the provisions on the International Convention on the Standards of Training, Certification and Watchkeeping for Seafarers, 1978 (STCW) from Accredited Training Centers signed by authorized officials whose specimen signatures are on file with the Board.

C. Applicants for the Marine Engine Officers examinations in January 1992 for all grades must submit the above certification requirements in addition to other examination requirements.

RESOLVED, FURTHER, that upon approval of this resolution and after fifteen (15) days following its publication in the Official Gazette or in a newspaper of general circulation, a registered Marine Officer may now file his application for a Certificate of Competency and shall pay the prescribed fee of Two Hundred Fifty (250.00) Pesos for the Certificate of Competency.

RESOLVED, FINALLY, that a successful examinee in the January, 1992 and subsequent licensure examination shall apply for such Certificate of Competency and pay the prescribed fee other than the registration and the professional license fees.
