[ POEA MEMORANDUM CIRCULAR NO. 56, October 23, 1991 ]

DEPLOYMENT OF HONGKONG-BOUND DOMESTIC HELPERS



In order to facilitate the deployment of domestic helpers bound for Hongkong whose contracts have been attested by the Hongkong Labor Commission as of 31 August 1991, POEA shall process said workers until 5 November 1991 provided that the following documentary requirements for contract processing are submitted:

1. Employment Contract duly authenticated/verified by the Philippine Consulate General in Hongkong;

2. Approved visa; and

3. PDOS Certificate issued by the POEA. (All workers shall undergo Pre-Departure Orientation Seminar (PDOS) at the POEA prior to the processing of contracts.

For this purpose, POEA shall schedule special PDOS sessions on October 28-30 and November 4, 1991. Agencies are enjoined to register their recruits as soon as possible. Scheduling of PDOS shall be on a first come-first serve basis.

Licensed recruitment agencies with valid accreditation of their principals prior to the effectivity of Memorandum Circular No. 46 (Series of 1991) shall be allowed to process the above contracts provided they are able to submit their Affidavit of Undertaking together with that of their Hongkong agency that:

a) collection of placement fees shall be a maximum of P5,000.00;

b) airfare shall be shouldered by the employer;

c) all documentary requirements shall be provided free of charge by the employer; and

d) no deductions shall be made from the regular salary of the worker other than the compulsory contributions prescribed by law.

All employment contracts submitted for processing after 5 November 1991, whether attested prior to or after 1 September 1991, shall be accepted strictly under the guidelines set forth in Memorandum Circular No. 46 dated 10 September 1991.

This Order shall take effect immediately.
