POLICY ON REGULATION V/2 OF THE 2010 MANILA AMENDMENTS TO THE STCW CONVENTION AND ITS ASSOCIATED CODE

Pursuant to Regulation V/2, “Mandatory Minimum Requirements for the Training and Qualifications of Masters, Officers and Ratings and Other Personnel on Passenger Ships” of the 2010 Manila Amendments to the STCW Convention and its associated Code, NOTICE is hereby given that:

Effective 17 February 2014, MARINA shall no longer accept applications for the issuance of Certificates of Proficiency (COPs) for the following training courses:

  1. Crowd management;
  2. Safety training for personnel providing direct service to passengers in passenger spaces;
  3. Crisis management and human behavior; and
  4. Passenger safety, cargo safety and hull integrity.

Notice is further given that those pending applications for COP on training courses mentioned above already filed prior to this Advisory shall no longer be considered by MARINA.

Annex A of MARINA Circular No. 2013-09 entitled “Rules in the Issuance/Revalidation of Certificates of Proficiency (COPs) in accordance with Chapters V and VI of the 1978 STCW Convention, as amended, in so far as Regulation V/2 of the said Convention and its associated Code applies, is hereby suspended indefinitely.

This Advisory shall take effect upon publication in a newspaper of general circulation.
