ON LINE VERIFIABLE CERTIFICATE OF PUBLIC CONVENIENCE, CONFIRMATION CERTIFICATE AND STICKER

In line with its rigorous campaign against colorum vehicles and fixers, the Board signed a Memorandum of Agreement (MOA) with the National Printing Office (NPO) to provide a solution that would deter the counterfeiting, tampering and falsification of Certificate of Public Convenience (CPC), Certificate of Confirmation and Franchise Sticker.

Under the agreement, the NPO, a government recognized printer, will be providing to the Board a secure, stand-alone platform that would enable it to easily detect alterations or falsification of CPCs, Certificate of Confirmation and Franchise Sticker.

To achieve this, the NPO, will be utilizing an innovative, patented technology that incorporates a premium-level, next generation solution by affixing a nonreproducible identity token in the CPCs, Confirmation Certificates and Franchise Stickers to secure their integrity. A proprietary software that would allow the Board to seamlessly integrate the encoding, scanning and digital storage of all franchise documents into its current work flow process will also be provided by NPO to the Board.

In view of the foregoing, the Board hereby directs ALL grantees of PUV franchises to secure the following:

I. On-line Verifiable Certificate of Public Convenience

A tamper-proof on-line verifiable Certificate of Public Convenience will be issued by the LTFRB Central Office or Regional Office who issued the corresponding Decision. The said CPC shall be issued in accordance with the following schedule:

Failure on the part of the grantees to secure their tamper proof diploma type CPC in accordance with the above schedule shall be a cause for not accepting any application or petition involving the said franchise and/or non-confirmation of the authorized units included in the said franchise.

In case of any changes or revisions in the contents of the duly issued On-line Verifiable CPC arising from a petition or application duly approved by the Board or by the Regional Director, the grantee must surrender the said CPC for its annotation of the said changes or revisions. The approved petition or application shall not be released unless the CPC is surrendered for annotation.

II. On-line Verifiable Confirmation Certificate and Franchise Sticker

The Confirmation Certificate and Franchise Sticker shall be issued by the Central Office or Regional Office concerned upon submission of the Official Receipt for the yearly registration of the motor vehicle at the Land Transportation Office (LTO).

For the grantees of new CPCs and newly registered units in case of Dropping and Substitution, Sale and Transfer, Sale and Transfer with Dropping and Substitution, Register in Lieu of Authorized Unit, they shall submit the new OR and CR issued by the LTO and secure the Online Verifiable Confirmation Certificate and Franchise Sticker THIRTY (30) DAYS after registration with the LTO. Failure to comply with this provision shall be meted a fine of Php 1,000.00 per month of delay counted from the lapse of the said 30-day period. Any fraction of a month is counted as one (1) month.

III. Cost

The cost of securing the CPC, Confirmation Certificate and Franchise Sticker shall be as follows:

On Line Verifiable CPC - PhP250.00 for first page and PhP100.00 for every succeeding page
   
On Line Verifiable Confirmation Certificate and Franchise Sticker - PhP200.00/set

For the grantees who have already registered with the LTO their PUV units in 2014 with plate numbers ending in 1, 2, 3, 4, 5 and 6 and paid the original cost for Confirmation Certificate and Franchise Sticker in the amount of Php75.00, they shall secure their 2014 Online Verifiable Confirmation Certificate and Franchise Sticker from July 1, 2014 and pay the additional cost of Php125.00 per unit.

All other issuances or parts thereof inconsistent herewith are hereby modified, amended, or superseded accordingly.

This Memorandum Circular shall take effect immediately following its publication in a newspaper of general circulation and the filing of three (3) copies hereof with the UP Law Center pursuant to Presidential Memorandum Circular No. 11, dated 09 October 1992.
