FEES AND CHARGES FOR ILLEGALLY PARKED AND TIRE-LOCKED VEHICLES

I. REFERENCES:

  1. DBM-DILG Joint Circular No. 1-92 with “Rules and Regulations in the proper Handling/Administration of the Trust Receipts of the PNP” dated May 8,1992;
  2. CMC No. 44-13 (Amendment to SOP No. 24 series of 2012) entitled: “Administration of the PNP Trust Receipts” dated August 23, 2013; and
  3. Implementation of Rates of Fees and Charges for Illegally Parked and Tirelocked Vehicle dated May 26, 2014.

II. PURPOSE:

This Fiscal Directive prescribes the implementation of fees and charges for illegally parked and tire-locked vehicles and the utilization thereof.

III. DEFINITION OF TERMS:

  1. Camp premises - all areas inside Camp Crame including main road, alleys, sidewalks, and other areas utilized for traffic.
  2. Authorized parking areas - designated areas for parking of vehicle and motorcycle parking.
  3. Tire-lock - the fastening or locking of vehicle tires for its temporary restraint.
  4. Illegally parked vehicle - a vehicle parked outside the designated parking lots (PNP Transformation Oval, Mortuary Parking, HS Parking, etc.) or vehicle parked in an area not assigned to them.
  5. Rates - schedule of fees fixed by this circular for payment of tire locked or illegally parked vehicles.
  6. Civilian - a person who is not a member of the PNP whether active or retired status.
  7. PNP personnel - refers to the Police Commissioned Officers (PCOs), Police Non-Commissioned Officers (PNCOs), and Non-Uniformed personnel (NUP) of the PNP.

IV. SCOPE:

This covers all PNP personnel and their dependents, guests/visitors, and other duly authorized individuals/organizations entering and transacting business inside camp.

V. RATES OF FEES AND CHARGES:

Immediate release of tire locked vehicle Php 500.00 The driver/owner shall proceed to FMD, HSS, for the corresponding official receipt
Release of tire locked vehicle until 6:00 P.M. Php 200.00
  1. A joint implementing plan for the effective collection of fees may be formulated. Supplemental policies and guidelines may be issued in furtherance of this directive.
  2. All fees collected shall be consolidated by FMD, HSS and deposited to the Trust Receipt Fund account of the PNP with the Land Bank of the Philippines (LBP), Camp Crame Branch.
  3. Established government auditing and accounting rules and practices shall apply.
  4. The generated income shall be used solely to support and sustain the operation, maintenance and improvement of the parking spaces inside the camp premises, fabrication of traffic signages and traffic bulletins inside the camp.

VI. REPEALING CLAUSE:

All issuances, directives, and policies which are inconsistent with this Directive are hereby repealed and modified accordingly.

VII. PENAL CLAUSE:

Faithful compliance with the provisions of this Directive is hereby mandated. As such, the penalty of restriction from entering the camp shall be imposed against any PNP personnel and civilians who violate the provisions of this directive.

VIII. EFFECTIVITY:

This Directive shall take effect after fifteen (15) days from filing of a copy with the University of the Philippines Law Center pursuant to Section 3 and 4, Chapter 2, Book VII, Executive Order No. 292, otherwise known as “The Revised Administrative Code of 1987” as amended.
