DEFINING THE METRO MANILA ENDPOINTS OF PROVINCIAL PUBLIC UTILITY BUSES ORIGINATING FROM SOUTHERN LUZON, BICOL AND VISAYAS TO “METRO MANILA” AS THE ENDPOINTS OF THEIR CURRENT AUTHORIZED ROUTES AND FOR OTHER PURPOSES

WHEREAS, Executive Order No. 67 (s. 2012) provides for the establishment of integrated transport systems in the North and South of Metro Manila which are projected to be established and fully-operational by 2016 (ITS Project);

WHEREAS, in preparation for the full implementation of the ITS project, Administrative Order No. 40 (s. 2013) mandated the establishment of interim transport terminals (ITTs) for the loading and unloading of passengers by buses and AUVs plying provincial routes entering Metro Manila, and their efficient transfer to city buses and AUVs operating within Metro Manila;

WHEREAS, the ITTs shall be located in the following areas:

  1. North Interim Transport Terminal. For provincial buses and AUVs originating from provinces north of Metro Manila, and entering via the North Luzon Expressway, MacArthur Highway, Mindanao Avenue, Quirino Avenue, and/or Commonwealth Avenue;
  2. South Interim Transport Terminal. For provincial buses and AUVs originating from provinces south of Metro Manila and entering via the South Luzon Expressway; and,
  3. Southwest Interim Transport Terminal. For provincial buses and AUVS originating from provinces south of Metro Manila, entering via Coastal Road and/or Manila Cavite Expressway.

WHEREAS, the Board is conducting a rationalization of routes of provincial utility bus service in accordance with its Memorandum Circular No. 2014-010 entitled “Implementing Guidelines on the Conduct of Rationalization of Routes of Provincial Utility Bus Service”, which expressly requires that the modification of routes to be conducted under the rationalization shall be subject to the establishment of Integrated Transport System as provided for under E.O. No. 67 (s. 2012);

WHEREAS, provincial public utility buses from Southern Luzon, Bicol and Visayas with “Metro Manila” as endpoints of their current authorized routes in Metro Manila (“Affected Provincial PUBs”) have been dropping and picking up passengers in various terminals located in Metro Manila;

WHEREAS, in preparation for the full implementation of the ITS project and to rationalize the endpoints of the Affected Provincial PUBs for the efficient and strict enforcement of the Joint Administrative Order No. 2014-01 against out-ofline violators, there is an urgent need to establish a definite and new endpoints in Metro Manila for the Affected Provincial PUBs;

WHEREAS, this Memorandum Circular was crafted in close coordination/ consultation with Metropolitan Manila Development Authority (MMDA) and the Metro Manila mayors;

NOW, THEREFORE, the Board, by virtue of the powers vested in it by law, do hereby order:

  1. The Affected Provincial PUBs that are subject to and covered by this Memorandum Circular are those with “Metro Manila” as endpoint of their authorized route - 236 buses listed in Annex “A” hererof.
  2. All Provincial PUBs from the South with “Metro Manila” as endpoint shall hereby be defined as ending or terminating at South Station, Alabang, Muntinlupa starting on 27 August 2014.
  3. Any Affected Provincial PUBs found violating this Memorandum Circular shall be apprehended for out-of-line violation and penalized under the Joint Administrative Order No. 2014-01.

This Memorandum Circular shall take effect immediately following its publication in a newspaper of general circulation and the filing of three (3) copies hereof with the UP Law Center pursuant to Presidential Memorandum Circular No. 11, dated 09 October 1992.
