WHEREAS, on 13 June 2014, the DFA raised the crisis alert level in Iraq to Alert Level 3 (Voluntary Repatriation Phase) in view of recent developments in the security situation in that country, except for the Iraqi Kurdistan Region which remains under Alert Level 1;

WHEREAS, POEA Governing Board Resolution (GBR) No. 10, Series of 2014 dated 14 June 2014 was issued imposing a total deployment ban on the processing and deployment of all OFWs bound for Iraq, except for the Iraqi Kurdistan Region;

WHEREAS, on 18 June 2014, the DFA further raised the Crisis Alert Level in Iraq from Alert Level 3 to Alert Level 4 (Mandatory Repatriation), except for the Iraqi Kurdistan Region which remained under Alert Level 1;

WHEREAS, POEA Governing Board Resolution No. 12, Series of 2014 dated 20 June 2014 was issued reiterating the total deployment ban on Iraq and directed the DOLE Quick Response Team to closely coordinate with the DFA on the immediate and safe repatriation of OFWs in Iraq, except in the Iraqi Kurdistan Region; and

WHEREAS, on 20 June 2014, the DFA further raised the Crisis Alert Level in the Iraqi Kurdistan Region from Alert Level I to Alert Level 2 (Restriction Phase) in view of the growing threats to the security situation in the region.

NOW THEREFORE, the POEA Governing Board, in a meeting duly convened, RESOLVES AS IT IS HEREBY RESOLVED, to impose a temporary suspension on the processing and deployment of newly hired workers bound for the Iraqi Kurdistan Region, while the total deployment ban remains in place in Iraq which is under Alert Level 4 (Mandatory Repatriation).
