AN ACT CONVERTING THE IFUGAO SCHOOL OF ARTS AND TRADES IN THE MUNICIPALITY OF LAGAWE, PROVINCE OF IFUGAO, INTO A COLLEGE TO BE KNOWN AS THE IFUGAO COLLEGE OF ARTS AND TRADES.

Be it enacted by the Batasang Pambansa in session assembled:

SECTION 1. The Ifugao School of Arts and Trades in the Municipality of Lagawe, Province of Ifugao, is converted into a college to be known as the Ifugao College of Arts and Trades.

SEC. 2. The College shall offer in addition to its secondary and technical trade curricula, any or all of the following collegiate courses at the discretion of the Ministry of Education, Culture and Sports:

 

(a) Four-year business education course leading to the degree of Bachelor of Science in Business Education as well as the masteral degree thereof;

 

(b) Four-year industrial arts course leading to the degree of Bachelor of Science in Industrial Arts as well as the masteral degree thereof;

 

(c) Four-year technical fishery course leading to the degree of Bachelor of Science in Fisheries;

 

(d) Two-year business education course leading to the title of Associate in Business Education; and

 

(e) Two-year commerce course leading to the title of Associate in Commerce.

SEC. 3. The purpose of the College is to provide higher professional and technical instruction and training in technology and the applied arts and sciences and to promote research, advanced studies and progressive leadership in these fields.

SEC. 4. The Ministry of Education, Culture and Sports is empowered to reorganize the school and is further authorized to prescribe such other courses it may deem necessary in the pursuance of the aims and purposes of the College.

SEC. 5. The College shall be headed by a President who shall be appointed by the President of the Philippines upon recommendation of the Minister of Education, Culture and Sports who shall have supervision and administration over the College. The powers, duties and remuneration of the President of the College shall be the same as those of heads of similar colleges and embodied in circulars issued by the Ministry of Education, Culture and Sports.

SEC. 6. The College shall not deny admission to any student by reason of sex, ethnic consideration, religious belief or affiliation.

SEC. 7. The existing appropriations for the Ifugao School of Arts and Trades are hereby transferred to the Ifugao College of Arts and Trades to be disbursed in accordance with the provisions of this Act. Thereafter, the necessary amount required for the operation and maintenance of the new college shall be provided for in subsequent General Appropriations Acts, until which tune the operation of the institution as a college shall be deferred, provided that its new name shall take effect upon approval of this Act.

SEC. 8. This Act shall take effect upon its approval.
