[ PRESIDENTIAL DECREE NO. 799, September 11, 1975 ]

EXTENDING FRANKING PRIVILEGE TO THE ARMED FORCES OF THE PHILIPPINES LADIES CLUB STEERING COMMITTEE FOR MAILING MONTHLY FINANCIAL ASSISTANCE ONLY TO ORPHANS OF PERSONNEL OF THE AFP WHO DIED IN COMBAT.

WHEREAS, the Armed Forces of the Philippines Ladies Club Steering Committee launched project "Sandigan" for the purpose of raising funds to be given as financial assistance to orphans of personnel of the Armed Forces of the Philippines who died in combat;

WHEREAS, the aforesaid Committee does not have enough funds for mailing the monthly financial assistance to the aforesaid orphans as in fact it is still campaigning for contribution for the purpose mentioned above;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the power vested in me by the Constitution as Commander-in-Chief of the Armed Forces of the Philippines and pursuant to Proclamation No. 1081 dated September 21, 1972, do hereby order and decree as part of the law of the land that:

  1. The Armed Forces of the Philippines Ladies Club Steering Committee may transmit in the mail, free of charge, monthly financial assistance intended for orphans of personnel of the Armed Forces of the Philippines who died in combat.
  2. The envelope or wrapper of the privilege mail matter shall bear on the left upper corner the name, official designation and station of the official sending such mail matter and on the right upper corner the words: "Private or unauthorized use to avoid payment of postage is penalized by fine or imprisonment or both."
  3. That any person who uses the privilege granted here-under for private or unauthorized purpose shall be punished by a fine of five hundred pesos or imprisonment of not more than three (3) years or both.

This Decree shall take effect immediately.

Done in the City of Manila this 11th day of September in the year of Our Lord nineteen hundred and seventy-five.
