[ PRESIDENTIAL DECREE NO. 290, September 11, 1973 ]

APPROPRIATING FUNDS FOR THE REHABILITATION AND DEVELOPMENT OF MINDANAO.

WHEREAS, the recent conflict in Mindanao has seriously disrupted peace and order situation in the affected areas;

WHEREAS, the damage caused by such disruptions have resulted in social and economic dislocations;

WHEREAS, it is fully recognized that the solution to the problems faced cannot be found solely in the government military efforts;

WHEREAS, the policy of the Government to promote and accelerate growth and development in Mindanao is one of the more urgent and priority goals; and

WHEREAS, the Presidential Task Force for the Reconstruction and Development of Mindanao had already identified the projects for the purpose and quantified the total financial requirements of the program;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Order No. 1, dated September 22, 1972, as amended, do hereby appropriate the following amounts:

The fund shall be administered by the Presidential Task Force for the Reconstruction and Development of Mindanao created by Executive Order No. 411.
