[ PRESIDENTIAL DECREE NO. 387, February 02, 1974 ]

APPROPRIATING FORTY THOUSAND PESOS (P40,000) AS GRATUITY TO HEIRS OF ROGELIO L. DOMINGO AND ANTONIO E. DAYAO, AGENTS OF THE NATIONAL BUREAU OF INVESTIGATION, WHO DIED IN THE PERFORMANCE OF THEIR DUTIES

WHEREAS, Rogelio L. Domingo and Antonio E. Dayao, agents of the National Bureau of Investigation, died while in the performance of their duties in connection with the relentless and all-out campaign of the Government against the illegal traffic in narcotics;

WHEREAS, although the death of the two devoted NBI agents cannot be compensated in terms of money, a grant of gratuity by the Government is a modest token of recognition to their supreme sacrifice in lighting drug addiction in the Philippines, and one way of helping the heirs for the loss of their breadwinners; and

WHEREAS, there was pending in the defunct Congress of the Philippines House Bill No. 2839 appropriating the same amount as gratuity to the heirs of the fallen agents;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution as Commander-in-Chief of all the Armed Forces of the Philippines, and pursuant to Proclamation No. 1081, dated September 21, 1972, and General Order No. 1, dated September 22, 1972, as amended, do hereby order and decree the payment, out of any funds in the National Treasury not otherwise appropriated, of forty thousand pesos (P40,000) as gratuity to the heirs of Rogelio L. Domingo and Antonio E. Dayao, both NBI agents, to be apportioned as follows: twenty thousand pesos (P20,000) to the heirs of Rogelio Lavastida Domingo and twenty thousand pesos (P20,000) to the heirs of Antonio Eslao Dayao. The distribution of the gratuity shall be in accordance with the provisions of the Civil Code of the Philippines.

This Decree shall take effect immediately.

Done in the City of Manila, this 2nd day of February, in the year of Our Lord, nineteen hundred and seventy-four.
