[ PRESIDENTIAL DECREE No. 1736, September 12, 1980 ]

AMENDING PRESIDENTIAL DECREE NUMBERED EIGHT HUNDRED EIGHTY-FIVE, OTHERWISE KNOWN AS THE REVISED ANTI-SUBVERSION LAW, AS AMENDED.

WHEREAS, reports of law enforcement agencies reveal that the activities of criminal elements in the country engaged in subversive acts, have been deriving and receiving support not necessarily from foreign governments, but from foreign private sources;

WHEREAS, it is imperative to redefine the scope of subversive associations in order to outlaw organizations which are supported by any foreign source, public or private;

NOW, THEREFORE, I, FERDINAND E. MARCOS, President of the Philippines, by virtue of the powers in me vested by the Constitution, do hereby order and decree the following:

SECTION 1. Section two of Presidential Decree numbered eight hundred eighty-five otherwise known as the Revised Anti-Subversive Law, is hereby amended to read as follows: "SEC. 2. Subversive Associations and Organizations.-Any association, organization, political party, or group of persons organized for the purpose of overthrowing the Government of the Republic of the Philippines or for the purpose of removing from the allegiance to said government of its laws, the territory of the Philippines or any part thereof, with the open or covert assistance or support of a foreign power or the open or covert support from a foreign source any association, group or person whether public or private, by force violence, terrorism arson, assassination, deceit or other illegal means shall be considered and is hereby declared a subversive organization."

SEC. 2. This Act shall take effect immediately. Done in the City of Manila this 12th day of September in the year of Our Lard, nineteen hundred and eighty.
