[ PRESIDENTIAL DECREE NO. 1242, November 15, 1977 ]

AMENDING SECTION 4 OF PRESIDENTIAL DECREE NO. 1016 DATED 22 SEPTEMBER 1976 ENTITLED "INTEGRATED CIVILIAN HOME DEFENSE FORCES".

I, FERDINAND E. MARCOS , President of the Republic of the Philippines, by virtue of the powers vested in me by the Constitution as Commander-in-Chief of the Armed Forces of the Philippines, and pursuant to Proclamation 1081, dated September 21, 1972 and General Order No. 1, dated September 21, 1972 do hereby decree, order and make part of the law of the land:

That Section 4 of Presidential Decree 1016 dated 22 September 1976 is hereby amended to read as follows:

SECTION 4. —Screening and Appointment. Members of the Integrated Civilian Home Defense Forces shall be screened by the Provincial Commander, in consultation with Provincial Governors, City/Municipal Mayors and Barangay Captains concerned, and recommended to the Chief of Constabulary for appointment, except in certain areas which the Secretary of National Defense may declare when the situation warrants, where the ICHDFs shall be screened by the Military Commander exercising command over them, in consultation with local officials and the local Constabulary Commander, and recommended to the Commander, Unified Command or any other Major Service or unit so designated, for appointment. As used herein, the term "appointment" shall mean the appointment extended to a person which confers upon him membership in the Integrated Civilian Home Defense Forces.

Done in the City of Manila, this 15th day of November in the year of Our Lord, nineteen hundred and seventy-seven.
