ADMINISTRATIVE ORDER NO. 19

[ ADMINISTRATIVE ORDER NO. 19, August 14, 1945 ]

CREATING A COMMITTEE TO STUDY WAYS AND MEANS TO PAY THE BACK SALARIES, GRATUITIES, BONUSES OR OTHER EMOLUMENTS OF THE OFFICIALS AND EMPLOYEES OF THE GOVERNMENT, ITS INSTRUMENTALITIES AND DEPENDENCIES, COVERING THE PERIOD FROM JANUARY 1, 1942, TO FEBRUARY 26, 1945



By virtue of the authority vested in me by Joint Resolution No. 5 of the Congress of the Philippines, I, SERGIO OSMEÑA, President of the Philippines, do hereby create a Committee of three to study ways and means to pay the back salaries, gratuities bonuses or other emoluments of the loyal and deserving officials and employees of the Commonwealth Government, including those of provincial, city and municipal governments and those of companies or corporations owned or controlled by the Government, covering the period from January 1, 1942, to February 26, 1945. The Committee shall be composed of the following:
Mr. Ismael Mathay, Commissioner of the Budget - Chairman, representing the Secretary of Finance
Mr. Marciano del Rosario, Auditor, Agricultural and Industrial Bank - Member, representing the Auditor General
Mr. Mariano Gonzalez, Officer-in-Charge of Civil Service - Member, representing the Commissioner of Civil Service.
Every department, bureau, office and dependency of the Commonwealth Government as defined in Joint Resolution No. 5, as well as every company or corporation owned or controlled by the Government, shall furnish to the Committee such technical and clerical assistance, data, and information as it may require in connection with the performance of its duties, and the said Committee or its duly, authorized, representative shall, for this purpose, have access to and the right to examine any books, documents, papers or records of said departments, bureaus, offices and dependencies and government-owned or controlled corporations.

The Committee shall submit a report of its findings and recommendations to the President and Congress of the Philippines, not later than September 8, 1945. Done at the City of Manila, this 14th day of August, in the year of Our Lord, nineteen hundred and forty-five, and of the Commonwealth of the Philippines, the tenth.
