Pursuant to the powers vested in me under Republic Act No. 7916, the Special Economic Zone ACT of 1995, as amended by Republic Act No. 6748, and upon the recommendation of the Board of Directors of the Philippine Economic Zone Authority (PEZA), I, GLORIA MACAPAGAL ARROYO, President of the Philippines, do hereby create and designate as Information Technology Center, subject to the provisions of Republic Act No. 7916, as amended, its Implementing Rules and Regulations, and Resolutions Nos. 00-411 and 06-324 dated 29 December 2000 and 27 July 2006, respectively, of the PEZA Board of Directors, the Niscom IT Building, which stands on a 8,716-square meter lot, more or less, located along Commonwealth Avenue, Barangay Holy Spirit (Matandang Balara), Diliman (University District), Quezon City, Metro Manila,. Island of Luzon as defined by the following Technical description:


A parcel of land (Lot 1 of the consolidation-subdivision plan, Pcs-00-006641, being a portion of the consolidation of Lots 43-C-7, 43-C-9 and 43-C-10, Psd-36810, LRC Record No. 5975), situated in Barangay of Matandang Balara, Quezon City, Metro Manila, Island of Luzon.

Bounded on the SW., and NW., along lines 1-2-3 by Lot 2 of the consolidation-subdivision plan; on the N., along lines 3 to 6 by Lot 38; along lines 6-7 by Lot 39-B, both Fis-2804-D; and on the SE., along lines 7 to 10-1 by Commonwealth Avenue (Lot 43-A, Psd-24942).

Beginning at 3 point marked "1" on plan, being N. 77 deg. 02' E., 3229.99 m. from LM No. 16, Piedad Estate; thence
