[ PROCLAMATION NO. 518, December 04, 2012 ]

DECLARING DECEMBER 19 OF EVERY YEAR AS “NATIONAL ALTERNATIVE DISPUTE RESOLUTION (ADR) DAY”



WHEREAS, Article III, Section 16 of the 1987 Constitution guarantees the right of all persons to a speedy disposition of their cases before all judicial, quasi-judicial or administrative bodies;

WHEREAS, Republic Act (RA) No. 9285 or the “Alternative Dispute Resolution Act of 2004? provides that it is the policy of the State to encourage and actively promote the use of ADR; and

WHEREAS, RA 9285 created the Office for Alternative Dispute Resolution (OADR), an attached agency of the Department of Justice, to promote, develop and expand the use of ADR in the private and public sectors.

NOW, THEREFORE, I, BENIGNO S. AQUINO III, President of the Philippines, by virtue of the powers vested in me by law, do hereby declare December 19 of every year as “National ADR Day.” The OADR shall plan and implement appropriate activities for the said observance.

IN WITNESS WHEREOF, I have hereunto set my hand and caused the seal of the Republic of the Philippines to be affixed.

DONE, in the City of Manila, this 4th of December, in the year of our Lord, Two Thousand and Twelve.
