AMENDING PROCLAMATION NO. 568 DATED JULY 20, 1932, AND PROCLAMATION NO. 626 DATED OCTOBER 18, 1933, WHICH RESERVED CERTAIN PARCLES OF LAND OF THE PUBLIC DOMAIN LOCATED IN SAN JOSE PILI, CAMARINES SUR FOR AGRICULTURAL SCHOOL AND EDUCATIONAL SITES PURPOSES, BY ALLOCATING THE PARCELS OF LAND EMBRACED THEREIN FOR EDUCATIONAL, AGRICULTURAL, HOUSING, RESETTLEMENT AND INTERNAL SECURITY PURPOSES



Upon recommendation of the Secretary of Environment and Natural Resources and pursuant to the powers vested in me by law, I, Gloria Macapagal-Arroyo, President of the Republic of the Philippines, do hereby amend Proclamation No. 568 dated July 20, 1932 and Proclamation No. 626 dated October 18, 1933, which reserved certain parcels of land of the public domain located in San Jose, Pili, Camarines Sur for agricultural school and educational sites purposes, by allocating the parcels of land embraced therein for educational, agricultural, housing, resettlement and internal security purposes, subject to private rights, if any there be, and to actual survey.

The allocation of the area covered by Proclamation No. 568 dated July 20, 1932 and Proclamation No. 626 dated October 18, 1933, shall be as follows:


  1. One hundred (100) hectares o land as site of the additional campus for the Camarines Sur State Agricultural College (CSSAC) for the establishment of extension classes for existing and new courses in Forestry, Horticulture, Agronomy, Animal Husbandry, Aqua-Culture, Agro-Forestry and Agro-Industrial Courses;

  2. Sixty-five (65) hectares for Agro-Shelter projects and/or modern farm-shelter projects of the officials and members of the CSSAC;

  3. Fifty (50) hectares for the coconut seed garden of the Philippine Coconut Authority and the Provincial Government of Camarines Sur;

  4. Forty (40) hectares for the use of the 9th Infantry Division of the Philippine Army, Department of National Defense;

  5. Ten (10) hectares for the extension of the Pili National High School (PNHS) and for the housing of the PNHS; and

  6. Twenty (20) hectares for relocation/resettlement site purposes of the informal settlers, tenants and other landless families that may be affected by government projects, and other families with disputed claims.


The portions of land reserved as additional campus of the CSSAC shall be under the administration of the Commission on Higher Education, while the area reserved for extension site purposes of PNHS shall be under the administration of the Department of Education.

The portions of land reserved for housing site purposes and relocation/resettlement site purposes shall be disposed of pursuant to the provisions of the Urban Development and Housing Act (RA 7279) under the administration of the National Housing Authority (NHA). A Local Inter-Agency Committee (LIAC), composed of the Housing and Urban Development Coordinating Council as chair, the Provincial Government of Camarines Sur as co-chair, and the Department of Environment and Natural Resources and the Presidential Commission for the Urban Poor as members, is hereby created to ensure the smooth implementation of the housing program.

The NHA shall reimburse the national government the value of the land after final payment of the areas reserved for socialized housing purposes by the qualified beneficiaries.
