SEGREGATING A PORTION OF THE LOT COVERED BY TRANSFER CERTIFICATED OF TITLE NO. 6735 SITUATED IN THE CITY OF PASAY UNDER THE ADMINISTRATION OF MANILA INTERNATIONAL AIRPORT AUTHORITY AND DECLARING THE SAME OPEN FOR DISPOSITION TO QUALIFIED OCCUPANTS PURSUANT TO PROVISIONS OF THE URBAN DEVELOPMENT AND HOUSING ACT OF 1992 (REPUBLIC ACT NO. 7279) AND EXECUTIVE ORDER NO. 131 DATED OCTOBER 1, 2002
Upon recommendation of the Secretary of Environment and Natural Resources, and pursuant to the powers vested in me by law, I, Gloria Macapagal-ARROYO, President of the Republic of the Philippines, do hereby segregate a certain portion of land situated in the City of Pasay covered by Transfer Certificate of Title No. 6735 now under the administration of Manila International Airport Authority (MIAA) containing an area of TWO HUNDRED FIFTY ONE THOUSAND FOUR HUNDRED FORTY EIGHT (251,448) SQUARE METERS. More or less, and reserve the same for socialized housing purposes open for disposition in favor of qualified beneficiaries pursuant to the provisions of Republic Act No. 7279, otherwise known as the Urban Development and Housing Act of 1992, subject to actual survey, which parcel of land is more particularly described as follows:

The National Housing Authority (NHA), under the supervision of the Housing and Urban Development Coordinating Council (HUDCC) and in coordination with the MIAA, shall be the agency primarily responsible for the administration and disposition of the lots subject hereof in favor of the bona fide occupants therein pursuant to the provisions of Section 8, 9 and 12 of Republic Act 7279 and other pertinent laws;
The City Government of Pasay, in cooperation with the Office of the Representative of the Lone District of Pasay City and other concerned government entitles, shall provide technical, financial and manpower resources in the preparation of a comprehensive development plan covering the reserved area, including its medium-rise housing component, and in the conduct of beneficiary identification and subsequent award of the socialized housing units in favor of the qualified beneficiaries.
A forty (40) meter-deep strip fronting the NAIA Road shall be retained by MIAA for its road-widening and commercial purposes/development.
An Executive Committee (EXECOM) shall be created to ensure that the actual meters and bounds of the proclaimed sites are established through final survey, as necessary, and that the mode of disposition, identification and qualification and beneficiaries, beneficiary guidelines and fair lot pricing and payment schemes are established and implemented. The EXECOM shall composed of the MIAA, as chair, with the following agencies as members: HUDCC, NHA, Presidential Commission for the Urban Poor, Office of the Lone District Representative of Pasay City, and the Office of the Mayor of Pasay City.
