AMENDING PROCLAMATION NO. 224 DATED DECEMBER 28, 1999 BY TRANSFERRING THE PROPERTY FORMERLY OWNED BY THE PHILIPPINE JAI-ALAI AND AMUSEMENT CORPORATION TO THE GOVERNMENT SERVICE INSURANCE SYSTEM
WHEREAS, pursuant to Commonwealth Act No. 485, as amended, in relation to Presidential Decree No. 809 and Executive Order No. 169 dated May 8, 1987, the ownership of a parcel of land with an area of 6,470.30 square meters, more or less, and covered by TCT No. 122150 registered in the name of the Philippine Jai-Alai and Amusement Corporation, reverted to the Republic of the Philippines;
WHEREAS, Proclamation No. 224 dated December 28, 1999, declared the ownership of the said parcel of land, hereinafter referred to as the "Property", as vested in the Republic of the Philippines and directed the Register of Deeds of the City of Manila to cancel TCT No. 122150 and issue in lieu thereof, a new title in the name of the Republic of the Philippines, represented by the Office of the President;
WHEREAS, by virtue of the Public Land Act (Commonwealth Act. No. 141, as amended), Presidential Decree No. 1445, and the Administrative Code of 1987, the President is authorized to convey real property belonging to the Republic of the Philippines to particular agencies of the government;
WHEREAS, the property was originally intended for the construction of the City of Manila Hall of Justice, but the same has proven to be impracticable. The Supreme Court of the Philippines has agreed to yield the property to the Government Service Insurance System in exchange for the site of the former GSIS Manila office;
NOW, THEREFORE, I, GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby amend Proclamation No. 224 dated December 28, 1999 and transfer to the administration and ownership of the Government Service Insurance System the property mentioned above, currently covered by TCT No. 122150 and more particularly described as:
"A PARCEL OF LAND (Lot1-D-2 of the subdivision plan (LRC) Psd-363449, being a portion of Lot 1-D, described on plan (LRC) Psd-11613, LRC Cad. Cad. Record No. 3920), situated in the District of Ermita, City of Manila, Island of Luzon. Bounded on the NE. points 3 to 4 by Lot 2, Pcs-929; on the SE, points 4 to 5 by Lot 2, Pcs-929; and points 5 to 6 and to 1 by Lot 1-B, Psd-5174; on the SW. points 1 to 2 by Taft Avenue; and on the NW. points 2 to 3 by Lot 1-B-1 of the subdivision plan. Beginning at a point marked "1" on plan, being N. 27 deg. 56’W., 200.28 m. from B.L.L.M. 47, Manila Cad, 13; thence N. 28 deg. 44’W., 89.69 m. to point 2; thence N. 61 deg. 12’E., 72.44 m. to point 3; thence S. 28 deg. 44’E., 86.78 m. to point 4; thence S. 59 deg. 54’W., 3.33 m. to point 5; thence S. 60 deg. 24’W., 65.45 m. to point 6; thence S. 62 deg. 24’W., 3.69 m. to the point of beginning; containing an area of SIX THOUSAND FOUR HUNDRED SEVENTY SQUARE METERS AND THIRTY SQUARE DECIMETERS (6,470.30), more or less. All points referred to are indicated on the plan and are marked on the ground as follows: point 6 by old GIS on wall; point 5 by old GIS on Conc. Gutter; point 4 by old GIS on Asphalt Road, point 1 by old GIS marked on the ground and the rest by P.S.Cyl. Conc. Mons. 15 x 60 cm.; bearing true; declination variable; date of the original survey, Aug. 25, 1919 and that of the subdivision survey, June 8, 1964.
The Register of Deeds of the City of Manila is directed to cancel TCT No. 122150 and issue in lieu thereof a new title in the name of the Government Service Insurance System.
