Further to GTEB Memorandum Order Nos. 91-04 and 91-06 dated March 7, 1991 and March 13, 1991 respectively, the Board in its meeting of October 21, 1991 resolved not to impose penalty on shipments for the first time without the requisite TEC on the following items;
a. Non-Garments/non-apparel items of minimal fabric content to non-quota countries, and;
b. Exports of locally-produced fabrics to non-quota countries.
