Upon recommendation of the Secretary of Environment and Natural Resources and by virtue of the powers vested in me by law, I, FIDEL V. RAMOS, President of the Philippines, do hereby amend Proclamation No. 253, s. 1993, which excluded a portion of the Philippine Army Post, Camp Simeon A. Ola, now Camp Bagong Ibalon, situated in Barangay Sagpon, City of Legaspi, Province of Albay, and declaring the same open for disposition to the actual occupants thereof, and hereby return a certain portion of the land embraced therein for the public use and purpose of the Albay Provincial Hospital, Albay Skin Clinic, which portion is more particularly described as follows:

A parcel of land (Lot 2-A, portion of Lot 2, Ccs-05-000393, which is a portion of Lot 19170-A, BSD-20309 surveyed for the Bureau of Hospitals), situated in the Barangay of Sagpon, City of Legaspi, Island of Luzon. Bounded on the SW., along lines 6-1-2; by National Road (20.00 m. wide), on the NW., along lines 2-3-4; by Lot 19168-C, BSD-20309, Bureau of Hospitals, on the NE., along line 4-5; by Lot 2-B, (Proposed Lot), Lot 19168-A, BSD-20309 (port.) Enlisted Men's Barrio, and on the SE., along line 5-6; by Existing Road to B.U. Eng'g. Beginning at the point marked "1" on the plan being S. 51 deg. 27'E 520.06 m. from BBM No. 1, Cad-47 Legaspi Cadastre,
