UNIFORM DOMESTIC CARGO HANDLING TARIFF RATES IN THE BASEPORT OF CEBU



Whereas, the United South Dockhandlers Inc. (USDI) was earlier granted an increase of Tariff of 21.6% per CPA MC No. 11-98 dated 24 July 1998, among other reasons, to enable it to cope with the increase in the labor cost of its operations due to increases in the mandated minimum wage;

Whereas, the reasons for the grant of increase in tariff to USDI are equally true to the other domestic cargo handling operators, now, therefore, pursuant to the pertinent provisions of RA 7621 (Charter of the Cebu Port Authority) and CPA Board Resolution No. 31-99, in the interest of promoting industrial peace at the baseport of Cebu and ensuring the smooth operation of domestic cargo handling operators threat, pending the issuance of cost-based tariff which is under study, the following uniform domestic cargo handling rates and guidelines are hereby prescribed:

SECTION 1. Increase in Rates — There shall be a 21.6% increase in domestic cargo handling tariff in the baseport of Cebu per schedule of Cargo Handling Tariff For Domestic Cargoes hereto attached as Annex "A" and made an integral part thereof.

SECTION 2. Compliance with Labor Laws — Compliance with existing labor laws, rules and regulations by cargo handling operators shall be regularly monitored by the Authority. To this end, cargo handling operators whenever required shall submit clearances from the Department of Labor and Employment (DOLE) or the National Labor Relations Commission (NLRC)

SECTION 3. Repealing Clause — All orders, circulars, and other issuance, inconsistent with the provisions hereof are hereby deemed repealed or modified accordingly.

SECTION 4. Effectivity Clause — This Memorandum Circular shall take effect after two publications (once a week) in a newspaper of general circulation.

SCHEDULE OF CARGO HANDLING TARIFF FOR DOMESTIC CARGOES

The flat rates* quoted below for cargo handling services include services for handling gear and shipment standard labor complement, overtime, meal hour time, differential pay or arrastre/stevedoring gangs and such other regular services and equipment as defined hereunder.
