APPLICATION FOR PHILIPPINE PASSPORTS AND OTHER SERVICES ABROAD



The Department has noted that some Filipino citizens residing abroad apply for Philippine passports or other related services in the Philippines.  For instance, some applicants who are in the United States apply for passport services in the Department of Foreign Affairs, Manila.  This has resulted in evasion of, or non-compliance with some requirements, such as clearances.  This also involves risks in relation to the proper identification of applicants.

Accordingly, applications of Filipino citizens residing abroad for passports and other related services shall be processed only at the place where the applicants are residing.  An exception is when the place of applicant’s residence is not within the jurisdiction of any Foreign Service establishment, in which case the establishment nearest the place may process the application.

Strict compliance with this circular is hereby enjoined.
