REVISING THE BUYING AND SELLING PRICE OF CORN SEEDS



For the guidance of all concerned, the buying and selling prices of the different classes of open pollinated corn seeds by Department of Agriculture as contained in Administrative Order No. 44, s. 1990 is hereby revised:

The buying and selling of corn seeds shall be in accordance with the following policies:
  1. Procurement and distribution of seeds shall be in accordance with the rules and regulations of the Commission on Audit.

  2. Registered or accredited members of the Seed Producers Association shall be given first priority to supply the required seeds to be procured.

  3. Seeds to be procured shall be subjected to laboratory testing and certification and must meet the minimum/maximum quality standards prescribed in the Seed Certification and Seed Standard implemented by DA/BPI Seed Testing Laboratory Services.

  4. Seeds to be procured should be contained in 20 kilo bags or sacks lined with polyethylene sheet inside.

  5. Supporting documents required in the procurement of seeds.
    5.1 Approved Requisition and Issue Voucher (RIV)

    5.2 Original copy of report of analysis of Seed Testing Laboratory

    5.3 Approved Letter of Order or Purchase Order

    5.4 General Voucher

    5.5 Original Sales Invoice

    5.6 Original Selling Receipts

    5.7 COA Inspection Reports

    5.8 Certification of Emergency Purchase
  6. Seeds shall be sold on cash and carry basis.

  7. Seeds used for rehabilitation program shall be distributed and sold based on approved rehabilitation program guidelines.

  8. Germination test shall be conducted monthly on procured seeds after three (3) months in storage. Seeds that fall below the minimum quality standard shall be sold as commercial grain at prevailing commercial price at the time of sale.

    This Order supersedes all other administrative orders inconsistent herewith and shall take effect upon approval.
