After deliberating on the conditions and the risks to which Filipino crew are exposed in the Persian Gulf, the Philippine Overseas Employment Administration (POEA), after due consultation with the Tripartite Technical Working Group, hereby classifies all tankers engaged in shuttle service within the Persian Gulf except when on stand-by or not engaged in shuttle operations as trading vessels and seamen whose services are engaged to man such shuttles are entitled to 100% of their basic wages as premium pay.
This Circular shall take effect immediately.
