AMENDING MMA ORDINANCE NO. 18, SERIES OF 1991 ENTITLED REGULATING THE USE OF SELECTED BUS STOPS ALONG EPIFANIO DE LOS SANTOS AVENUE AND OTHER MAJOR BUS ROUTES IN METRO MANILA AND PROVIDING PENALTIES THEREFOR



WHEREAS, there is now an urgent need to alleviate the traffic congestion along the Epifanio de los Santos Avenue (EDSA) caused by undisciplined and misbehaving bus passengers and drivers creating serious hazards and obstacles to other vehicles;

WHEREAS, it is imperative that bus drivers and passengers concerned should follow the proper bus stops and loading and unloading procedures;

WHEREAS, the Metro Manila Council, in its desire to further reduce or minimize traffic congestion along EDSA and other minor bus routes, agreed to amend MMA Ordinance No. 18, Series of 1991 and introduce the Modified Bus Segregation Scheme;

NOW, THEREFORE, pursuant to Section 6 of RA 7924, this Regulation is hereby adopted and promulgated by the Metro Manila Council, that:

SECTION 1. Sections 1 and 3 of MMA Ordinance No. 18, Series of 1991 are hereby amended to read as follows:
"Section 1. Coverage. — Bus stops at selected portions of Epifanio de los Santos Avenue (EDSA) and other major bus routes shall be segregated into two locations or more as identified by the Center for Transport and Traffic Management of the Metropolitan Manila Development Authority (CTTM-MMDA).

Segregated bus stops shall be based on the origin and destination of bus routes approved by the Land Transportation Franchising and Regulatory Board (LTFRB). Allocation of routes at locations with splits stops shall be designated numerically for northbound and southbound buses.

Appropriate stickers shall be provided for this purpose which may serve as a conduct of pass or permit for buses to operate along EDSA and other routes which may be subsequently included and designated as such by the Chairman, MMDA or the Executive Director, CTTM-MMDA.

The Head of the Center for Transport and Traffic Management, MMDA, in coordination with the concerned LGUs and agencies, shall prepare and issue the implementing rules and regulations immediately upon the effectivity of this Regulation."

"Section 3. Violations and Penalties. — Any driver who violates the provision of this Regulation shall be punished by a fine of One Thousand (P 1,000.00) Pesos.
SECTION 2. The provisions of existing ordinances, rules and regulations, or portions thereof, which are inconsistent herewith are hereby repealed, modified, or amended accordingly.

SECTION 3. This Regulation shall take effect fifteen (15) days after its publication in two (2) newspapers of general circulation.
