STREAMLINING OF BI PROCEDURES



Under the Bureau’s existing policy for foreigners marrying a Filipino, he/she is required to submit a Certificate of Legal Capacity to Contract Marriage duly issued by his/her embassy or consular office, in addition to the other documentary requirements, to justify his/her application for a permanent/temporary residence visa under Section 13(a) of the PIA, as amended.

In line with the government policy of streamlining procedures for efficient public service and to eliminate red tape, it is hereby ordered that the submission of Certificate of Legal Capacity To Contract Marriage may be waived and in lieu thereof, a Marriage Certificate authenticated by the National Statistics Office (NSO) may be accepted. Since the Certificate of Legal Capacity to Contract Marriage is a requirement for the issuance of Marriage License (an essential requisite for a valid marriage), the submission of such Certificate is a surplus age.
