Whereas, it has come to the attention of this Board that the prices of delivered LPG filled cylinders need to be deregulated or increased in order to cover the increasing cost of operating expenses;

Whereas, the present authorized LPG delivery allowance approved by this Board is not sufficient to cover the cost of spare parts and gasoline/diesel incurred in delivering LPG filled cylinders to retail outlets and end-consumers;

Whereas, the government’s thrust is for the market forces to dictate prices, thus, familiarizing the end-consumers on the frequent changes in prices of LPG, as well as delivery fees/charges considering different modes of delivering LPG;

Whereas, the Board’s existing authorized delivered prices of LPG filled cylinders to retail outlets and end-consumers are not consistent with deregulation;

WHEREFORE, considering the foregoing, and pursuant to R.A. 8180, this Board hereby orders that the delivery fees/charges for LPG filled cylinders be deregulated.

The delivery fees shall be subject to the agreement of the buyer and the seller of LPG. Further, the seller shall indicate separately in the invoice the amount pertaining to the price of the LPG and the amount charged for delivering the product if delivered to the end-consumers/customers’ residence/place of business.

Let copies of this resolution be furnished the oil companies, LPG producers, marketers, refillers, dealers, the Liquefied Petroleum Gas Institute of the Philippines (LPGIP), LPG Associations, the Philippine Federation of Petroleum Haulers’ Association of the Philippines, which are directed to disseminate this resolution within their respective spheres of operation.

Likewise, let copies of this resolution be furnished the Department of Energy, the Department of Trade and Industry, the Department of Finance, the National Economic and Development Authority for their information.

This resolution shall take effect immediately.
