RESERVE IMPOSITION AGAINST CY 1996 AGENCY APPROPRIATIONS



1.0 Section 37, Chapter 5, Book VI of Executive Order no. 292, otherwise known as the Administrative Code of 1987 authorizes the Secretary of the Department of Budget and Management to establish reserve against agency appropriations.

2.0 To mitigate the erosion of the targeted surplus, and/or to somehow provide for urgent, important funding requirements which may arise later in the calendar year, the Secretary, with the approval of the President, has set up reserves against CY 1996 agency appropriations as follows:

A. On the regular budget of agencies

1. 10% of MOOE of the departments, except: those with fiscal autonomy, and those for DPWH road maintenance

2. 5% of CO of the departments, except: those with fiscal autonomy

3. 10% of MOOE and Co of the special purpose funds, except: IRA, interest payments, net lending, CAF, OAF, ICF, and Military Camps Sale Proceeds Fund

B. On the Congressional Initiatives

1. 100% of PS, both of the departments and special purpose funds, except: those with fiscal autonomy, and the Poverty Alleviation Fund’s Health Program CAF and OAF

2. 10% of MOOE and CO of the departments, except: those with fiscal autonomy

3. 20% of MOOE of the special purpose funds, except: Poverty Alleviation Fund’s Hiring of Teachers and OAF

4. 15% of CO of the special purpose funds, except: OAF and PAF’s Health Programs

5. 30% of PS, MOOE and CO in the Poverty Alleviation Fund of the special purpose funds for the Hiring of Teachers, and for Health programs.

3.0 Please be guided accordingly.
