Attached herewith is the resolution, Exempting On-Site Housing Projects of Non-Governmental and Non-Profit organizations Engaged in Community Development for the Underprivileged and the Homeless Sector from the Licensing Requirements of HLURB, which was approved by the Board on 16 June 2004.

The above was published in The Philippine Daily Inquirer on 31 July 2004, and, in accordance with the provisions of law, shall take effect fifteen (15) days from its date of publication.

Exempting On-Site Housing Projects of Non-Governmental and Non-Profit Organizations and Foundations Engaged in Community Development for the Underprivileged and the Homeless Sector from the Licensing Requirements of the HLURB

WHEREAS, mass housing is a major thrust of the present administration;

WHEREAS, said administration has accordingly embarked on housing for the poorest of the poor of our society;

WHEREAS, our shelter policy encourages self-help approach to housing among which are the Community Mortgage Program, cooperative housing and recently the housing projects of non-governmental and non-profit organizations and foundations engaged in community development for the underprivileged and the homeless sector of our society;

WHEREAS, these non-governmental and non-profit organizations and foundations had established a track record for housing production which is a non-profit undertaking;

WHEREAS, this Board as the sole regulatory government agency for land development and housing shall adopt sufficient mechanisms and documentary requirements in the registration of the projects of these non-governmental and non-profit organizations and foundations;

WHEREAS, the projects of these non-governmental and non-profit organizations and foundations are not for sale to the general public but for award to selected beneficiaries on a sweat equity basis;

WHEREFORE, be it resolved, as it is hereby resolved, that on-site projects of non-governmental and non-profit organizations and foundations be exempted from the licensing requirements of this Board provided however that the same be registered with this Board.
