Quoted hereunder is the subject resolution approved by the Board of Commissioners on 17 March 2004:

WHEREAS, a Memorandum from the President directed DILG and HLURB to ensure that all LGUs have finalized, adopted and approved CLUP;

WHEREAS, HLURB Board Resolution No. R-694, Series of 2001 deleted the requirement for certification from Department of Agriculture (DA) and Department of Agrarian Reform (DAR) in the existing Guidelines for Plan Review, Adoption and Approval Process;

WHEREAS, the LGUs expressed difficulties in complying with the guidelines on Comprehensive Land Use Plan (CLUP)/Zoning Ordinance (ZO) and Provincial Physical Framework Plan (PPFP) review, adoption and approval process;

WHEREAS, there is a need to streamline the review and approval process, update the parameters for review and to integrate recent policy issuances relevant to the approval of PPFPs, CLUPs and ZOs;

WHEREFORE, be it RESOLVED as it hereby RESOLVED, that the amendments on Plan Review, Adoption and Approval process for CLUPs/ZOs of Component Cities and Municipalities (Annex I^*); Highly Urbanized Cities and Independent Component Cities (Annex II^*) and Provincial Physical Framework Plans (Annex IV^*) and the submission of Executive Summary instead of the existing requirement for Fact Sheets (Annexes VII^* and VIII^*), be APPROVED.
