1. With reference to your appeal to allow NCR District Offices to register private motor vehicles outside of their GAOR, authority is hereby granted in the best interest of the service.

2. Furthermore, upon your motion, all new motor vehicles shall be allowed to apply for a seven-day special permit to travel prior to registration to give the owners a chance to test drive their vehicles. Each end of the month, a summary report shall be submitted by each district office on the number of vehicles and amount collected from special permits issued.

3. All orders, circulars and memoranda contrary herewith are hereby deemed superseded.
