“Employment of Prisoners — a. Prison Manpower shall not be utilized for any private endeavor for the benefit of any officer or employees of the prison. An example of this is the utilization of minimum security prisoners as herders of livestock or caretaker/workers of their privately-owned handicraft business and stores; and2. Relative to the above-quoted rules and regulations, Superintendents of the different BUCOR Penal Farms shall make a report on their respective Annual Targets and further prepare monthly accomplishment reports to be submitted to the BUCOR Head Office.
“The Use of Prison Properties/Facilities — No official/employee of the Bureau is allowed to utilize the Bureau’s real estate/properties/facilities, buildings, equipment, vehicles and tools and materials for industrial or agricultural purposes whether in small or commercial scale without proper authority. Only the activities that can be undertaken within the confines of their authorized residences such as backyard gardening, cattle fattening, swine and poultry raising maybe allowed.
“As an interim measure, personnel with privately-owned large animals like cattles, carabaos, goats and horses may enter into a compromise agreement with the Bureau to have their animals taken care of by the penal institution on a 50/50 or equal sharing of offsprings, in the following manner: The first offspring going to the Bureau; then the second or next offspring to the owner and the said sequence of sharing basis shall be followed until the owner withdraws the breeder for his personal disposal.
“Penal Institution Superintendents; chiefs of units and divisions of the different prisons/penal farms under the Bureau of Corrections must lead the example.
“Anyone who fails to comply with the aforementioned prohibitions and of similar existing prison regulations will be administratively or disciplinary dealt with pursuant to Civil Service Rules and Regulations/Anti-Graft Laws”.
