IMPLEMENTING GUIDELINES ON USEC. VALDEZ'S MEMO DATED 09 JANUARY 2003 (RE: METRO MANILA BUS ROUTE RATIONALIZATION PROGRAM)



Pursuant to Usec. Valdez's Memo dated January 09, 2003, on Bus Route Rationalization Program, temporarily holding in abeyance the acceptance of petition/application for sale and transfer and dropping and substitution until after the above program is culminated, and all request for confirmation of franchised units for renewal of registration shall be filed and processed only at the LTFRB Central Office, the following guidelines are to be strictly followed:

1. Acceptance of Petition/Application for Sale and Transfer and Dropping and Substitution of Buses under the Bus Route Rationalization Program is temporarily being held in abeyance until such program is finished. The same shall also be enforced in LTFRB National Capital Region except for the following: 

1.1 Units included in Tables 1, 2 and 3, of the Bus Rationalization Program 

1.2 Units already approved under the Bus Rationalization Program

2. All requests for confirmation of franchised PUB units under such program shall be eventually be filed and processed only at LTFRB Central Office. In the meantime, to forestall any unwarranted interruption/cut-off on services, particularly as it relates to renewal of registration of PUBs, the National Capital Region (NCR) may continue the present and prevailing practice of processing such requests until such time that the Central Office is already in possession of the records from the NCR and is, thus technically capable of performing said function.

All other issuances or parts thereof, which are inconsistent herewith are heretofore modified or superceded accordingly to conform with this new Memorandum Circular.

This circular shall take effect fifteen (15) days after the filing of three (3) copies hereof with the UP Law Center, pursuant to Presidential Memorandum Circular No. 11, dated 09 October 1992.
