COLLECTION OF ACCREDITATION FEES FROM MARITIME TRAINING PROVIDERS FOR THE MANAGEMENT LEVEL COURSES



Whereas, the Maritime Training Council was created on May 1, 1984 by virtue of LOI 1404 to give full and complete effect to the 1978 STCW Convention, as amended;

Whereas, the MTC shall, pursuant to Section 2 of LOI 1404, prescribe and collect fees from maritime training centers subject to clearance by the National Tax Research Center and to be remitted to and will constitute as part of the Seafarers Welfare Fund;

Whereas, Resolution No. 8 Series of 1999, provides for the MTC Secretariat to collect prescribed fees for accreditation of course programs, inspection, reinspection and other fees;

Whereas, the accreditation fees collected also cover monitoring and supervision of the Management Level Courses (MLC) Training Providers;

Whereas, the Management Level Course was developed in line with the responsibility of the MTC in the training of seafarers under the STCW Convention, as amended;

NOW, THEREFORE, in consideration of the above premises, it is resolved as it is hereby resolved that:

  1. Accreditation fees, as shown in the Annex A* which forms part of this Resolution, shall be collected from maritime training providers conducting the Management Level Courses.

  2. The accreditation fees collected shall be remitted to and will constitute as part of the Seafarers Welfare Fund.

  3. MLC Training Provider found violating training standards and other rules and regulations shall be subject to proper Administrative Investigations and appropriate penalties pursuant to Resolution No. 8 Series of 2000.
