- A Consolidator must be a registered trader / indentor by government concerned agency and is authorized / appointed by an NMIC accredited MPP to import buffalo meat for their meat processing requirement.
- Shall secure Mayor's Permit and DTI Registration (for single proprietorship) or SEC Registration (for corporation) prior to registration with the Department of Agriculture-National Meat Inspection Commission.
A. Consolidator:
- Shall secure an appointment or authorization from NMIC accredited MPP to import for their requirement. A copy of appointment or authorization paper shall be submitted to BAI and NMIC.
- Shall be responsible in accomplishing all importation requirements, to wit:
- Apply for VQC at BAI under the Consolidator's name and comply with the procedures under Section III of DA AO No. 39 series of 2000;
- Provide BAI and NMIC a copy of the distribution / allocation for every importation. Meat Import should be in accordance with MC#5 series of 1993, DA AO #31 series of 2002 and MO #25 series of 2003;
- Identify the Cold Storage to be used / leased for safekeeping of the products upon arrival;
- Accomplish NMIC Form #24 to be faxed to NMIC Central Office at least three (3) days prior to the arrival of the products;
- To comply with import release procedure under Section V, DA-AO #39 series of 2000;
- Settle the imported meat inspection fee prior to the release of the products at the port of entry as provided for under DA-AO #23 series of 2003.
B. Meat Processing Plants:
- The owner shall appoint or authorize the Consolidator to import for their buffalo meat requirement;
- The volume of importation shall be stated in every VQC application;
- The owner shall secure a copy of Imported Meat Inspection Certificate (IMIC) from the consolidator prior to request for Certificate of Meat Inspection (COMI) and transfer of the products to the respective MPP for utilization;
- Proper observance of the meat processing control as provided for under Section 3 of Administrative Order # 31 series of 2002.
- All pertinent documents such as IMIC or COMI must always be made available to NMIC personnel conducting the monitoring of utilization.
C. NMIC
- NMIC Central Office shall register the Consolidator and furnish copies to the regional offices;
- Shall implement the release procedure under the provisions of Section V, paragraph E of DA AO # 39 series of 2000.
- In the monitoring of utilization, MC # 11-2003-07 series of 2003 shall apply.
- NMIC C.O. shall issue the IMUC to the MPP after evaluation of report of withdrawal and utilization.
- For the Consolidator: Any violation on the provisions stated in item II (A) of this Order shall be a cause for revocation of registration and blacklisting.
- For the Meat Processing Plant: Any violation on the provisions stated in item II (B) of this Order shall be a cause for revocation of accreditation.
