In the best interest of the service and in view of the on-going coordination of this Office with the Insurance Commission (IC) and Insurance and Surety Association of the Philippines (ISAP) on the creation of the authentication facility for Compulsory Third Party Liability (CTPL) Certificate of Covers (COCs), Memorandum Circular No. EMA-MC-02371 dated 7 January 2002 is hereby suspended.

All orders/memoranda inconsistent herewith are deemed superseded.
