[ CID ALIEN REGISTRATION INSTRUCTIONS NO. 6, April 11, 1988 ]

FINGERPRINT REQUIREMENTS ON NEW SRC AND RP CARDS



This supplements Alien Registration Instructions No. 4 dated 26 February 1988.

Previously, CID issued Special Return Certificate (SRC) and Re-entry Permit (RP), each of which was valid for only one trip.  This procedure required the alien to submit his fingerprints for each trip and caused inconvenience.

We have previously instructed that if the alien's fingerprints are already on file, he shall no longer be required to submit his fingerprints for subsequent applications.

However, recently, CID issued a new card for SRC and RP, each of which is valid for multiple trips. CID requires that the cards should bear the photograph of the alien.  But the photograph can be easily changed.

Hence, to avoid illegal use of the new cards, even though the alien's fingerprints are already on file, he shall be required to affix his fingerprints to the new SRC and RP cards.

In sum, the alien shall be required to submit his fingerprints, only on the following occasions:

1.       When he files an application for ACR for the first time; and

2.       When he files an application for the new SRC and RP cards.

Outside of these two occasions, the fingerprint requirements shall be waived, but only by the OIC, Ms. Pureza de Leon, and by no other person.  Further, no fees shall be charged by any person for the waiver.

These Instructions shall be copied in a poster and displayed prominently in the Fingerprint Section.

Further, notify the Presidents of: PTAA; PIATA; and CIDTRA.
