ALLOWING MATB PASSERS AND MNSA AND MPSA GRADUATES FROM 1997 ONWARDS TO PROCEED WITH THE ASSESSMENT CENTER



WHEREAS, Presidential Decree No. 1, as amended, created the Career Executive Service Board (CESB), as the sole governing body of the Career Executive Service (CES), to promulgate rules, standards and procedures on the selection, classification, compensation and career development of members of the CES;

WHEREAS, pursuant to CESB Circular No. 1, series of 1989, the CESB Eligibility Examination given by the Board for purposes of conferring CES Eligibility consists of four stages, namely: 1) Management Aptitude Test Battery (MATB); 2) Assessment Center (AC); 3) Board Interview; and 4) Validation of on-the-job Performance;

WHEREAS, the three-year validity period of the MATB has been an acceptable policy of the Board;

WHEREAS, it appears that the said policy has not been fully circulated and circularized for the information of all concerned;

WHEREAS, the CESB Secretariat had been receiving numerous requests to allow MATB passers who have not yet taken the AC beyond the three-year validity period to proceed with the AC and the other stages of the CES eligibility examination process;

WHEREAS, the Board by virtue of CESB Resolution No. 204, s. 1998, accredited the Master in National Security Administration (MNSA) degree conferred by the National Defense College of the Philippines and the Master in Public Safety Administration (MPSA) degree conferred by the Philippine Public Safety College as equivalent to the MATB and that graduates of both programs interested to acquire CES Eligibility and CES rank be allowed to proceed to the AC and other stages of the examination thereafter in accordance with existing policies and regulations;

WHEREAS, the Board through CESB Resolution No. 446, series of 2002, declared that applicants of the CES eligibility examination, who took and passed the MATB as entrance or qualifying examination to masteral degrees, programs and courses offered by schools, universities and entities and are interested to acquire CES eligibility, shall be allowed to proceed to the AC at their cost and the two remaining stages of the CES eligibility examination process without need to graduate in said-masteral degree, course or program;

WHEREAS, there are those covered by CESB Resolution No. 204 who have likewise not been fully informed of the new policy;

WHEREFORE, the ABOVE PREMISES considered, the Board RESOLVES, as it is hereby RESOLVED, to allow MATB passers and MNSA and MPSA graduates from 1997 onwards, to signify within fifteen (15) days from the date of publication of this resolution in the Official Gazette, Public Manager and/or other papers of national circulation their intention in writing to proceed with the next stage of Assessment Center, otherwise, they shall be deemed to have abandoned the same.
