Attached is the Memorandum dated November 23, 1998 of PRESIDENT JOSEPH EJERCITO ESTRADA, President of the Republic of the Philippines to the Commissioner, creating a WAREHOUSING MONITORING AND AUDIT UNIT to be headed by the Deputy Commissioner for Intelligence & Enforcement Group with the following tasks:

1. Lead in the investigation of all cases relating to illegal withdrawal, diversion, unliquidated entries, and violations of the Tariff and Customs Code of the Philippines, as amended, pertaining to warehousing operations; and

2. Conduct an inventory audit of warehouses suspected or found to have committed any infraction of the warehousing law, rules and regulations.

Henceforth, the Deputy Commissioner, IEG is hereby authorized to determine the composition of the Unit and has sole authority to issue Mission Orders to effect the above-stated objectives.
