ADOPTING IMO MODEL COURSE AS MTC TRAINING STANDARDS



WHEREAS, the Philippines is a Party to the International Convention on Standards of  Training, Certification and Watchkeeping for Seafarers, 1978;

WHEREAS, the Philippines has agreed to undertake to promulgate all laws, decrees, orders and regulations and to take all other steps which maybe necessary to give the Convention full and complete effect, so as to ensure that, from the point of view of safety of life and property at sea and the protection of the marine environment, seafarers on board ship are qualified and fit for their duties;

WHEREAS, the Philippines has established a Maritime Training Council (MTC) under  Letter of Instruction No. 1404 dated  May  1, 1984 to give effect to the STCW Convention;

WHEREAS, the MTC is mandated to prescribe standards of training for the Filipino seafarers and formulate rules and regulations to implement the Convention;

WHEREAS, the International Maritime Organization (IMO) has developed model training courses to assist  the  developing  countries enhance their training capabilities in the implementation of the STCW Convention;

WHEREAS, the IMO Model Courses are particularly designed to help maritime training centers and its training  staff organize and introduce new courses, or enhance, update or supplement its existing training materials where quality and effectiveness for the training course be improved;

WHEREAS, there is a growing accord among the local maritime officials and manning executives that the IMO Model Courses is a highly desirable training package for the Filipino seafarers;

RESOLVE, therefore as it is hereby resolved by the Maritime Training Council (MTC) in a meeting duly convened that the MTC shall adopt the IMO Model Courses as the prescribed standard in the training of the Filipino seafarers in effecting compliance to the requirements of the STCW Convention; and

RESOLVE, further, that the MTC Secretariat in adopting the IMO Model Courses shall accordingly establish guidelines  for its proper implementation and conduct a continuing review of its application in order to be able to make necessary adjustments to suit the demands of the national situation.
