PARTICIPATION OF DULY REGISTERED INTERNET SERVICE PROVIDERS IN GOVERNMENT TRANSACTIONS



Pursuant to RA 7925 otherwise known as the Public Telecommunications Policy Act of the Philippines and its Implementing Rules and Regulations, NTC Memorandum Circular 8-9-95, entities intending to provide Value Added Services, which include among others, the provision of Internet connection, must first secure a Certificate of Registration with the National Telecommunications Commission.

Consequent to the above, only duly registered Internet Service Providers (ISPs) shall be allowed to transact business with government agencies. Non-registered ISPs shall not be allowed to furnish Internet connection nor can they be allowed to participate in any bidding for Internet connection as required by government agencies.

This circular takes effect fifteen (15) days after publication in a newspaper of general circulation and three (3) certified true copies furnished the UP Law Center.
